Coteva
Coteva, Inc. was founded in 2004 by TPA industry professionals with over 50 years of combined experience in the employee benefits industry. From the beginning, Coteva focused on solving one of the industry’s most persistent challenges — connecting and managing eligibility data across multiple systems and carriers.
In its early years, Coteva provided data integration services for Third-Party Administrators (TPAs) working with a variety of claims adjudication platforms. Through this work, the team saw firsthand the need for a more efficient way to manage enrollment and eligibility data across employers, carriers, and vendors.
In 2008, Coteva launched CEEM (Coteva's Enrollment & Eligibility Manager) to address that need. CEEM provides TPAs, health plans, brokers, employers, and employees with a centralized platform for managing enrollment and eligibility electronically. The system eliminates paper applications during new hire onboarding and open enrollment, allowing employees to make elections and changes online while administrators manage eligibility in a streamlined digital environment.
At its core, CEEM provides end-to-end eligibility management with powerful export functionality, enabling organizations to deliver accurate eligibility data to carriers and vendors in multiple file formats.
Building on this foundation, Coteva continues to expand its technology platform with new tools designed to simplify benefits data exchange and automation. The newest solution, CFLEX (Coteva's Flexible Data Exchange), provides flexible data transformation and file exchange capabilities that allow organizations to automate enrollment file workflows across multiple systems and carriers.
Together, Coteva’s solutions help benefits administrators, brokers, and technology partners streamline operations, improve data accuracy, and eliminate manual processes in employee benefits administration.
Our Team


Al brings to Coteva vast experience in the Healthcare and Software Industries, including owning and operating a large TPA and Data Management System. It was a natural transition for him to start Coteva in 2004, after he saw the growing technology needs of his own TPA and many others. He has successfully grown Coteva over the past 14 years to include new products, services, and people. Al is extremely well known in the industry and is an active member in SIIA, SPBA, and NAHU.
Tony has over 10 years experience in the health insurance industry. He began developing custom applications for Third Party Administrators (TPAs) with Coteva in 2007 and started work on early versions of CEEM shortly thereafter. Beginning in 2012, Tony moved to work exclusively on CEEM development and remains the lead developer and system architect. Tony is an expert in web-based application development with an emphasis in PHP, MySQL, HTML, JavaScript and CSS. Originally trained as lawyer, Tony has a J.D. from Boston University and was admitted to practice in Maryland in 1997. While practicing law with Akin, Gump, Strauss, Hauer & Feld in Washington, D.C., Tony began developing legal research and practice applications and eventually found that more compelling than his work as a lawyer.

Jon has over 25 years of experience in employee benefits administration, and came to Coteva to provide customer training and support in December of 2015. Jon’s expansive knowledge came from spending 10 years in retirement plan administration with Principal Life Insurance Company and Fidelity Investments, as well as 13 years in health benefits plan administration within his own TPA E S Beveridge and Associates. Jon is also a member of SPBA (Society of Professional Benefits Administrators).

Heather has over 25 years in the Employee Benefits Industry with half of that time spent working for Third Party Administrators (TPA) in the surrounding Philadelphia Area. Heather has a vast knowledge of the TPA Industry, as well as Online Benefit Administration Software programs. With Heather's background it was a perfect fit for her to join Coteva in early 2017.
